Is Spotify available in Ethiopia?

Yes. Ethiopia is on Spotify's list of markets, so the free tier and Premium both work here without a VPN. Spotify: where it is available. The difficulty is paying for Premium.

Why cards and gift cards fail

Spotify bills Premium to a card in foreign currency, and most birr debit cards are not enabled for international online payments. That is the issuing bank's decision, and a VPN does not change it. Why Ethiopian cards are declined explains what to ask your bank.

Gift cards bought abroad are the other common trap. Spotify gift cards only work in the country they were bought for, so a card from another market will not redeem on an account here. Spotify: gift cards.
